Backe takes over for Juan Carlos Osorio, who resigned during the 2009 MLS season.
Interim head coach Richie Williams will remain with the Red Bulls, but return in his former capacity as an assistant coach. Goalkeeper coach Des McAleenan will also retain his job.
Backe, who last worked at Notts County in English League Two, won four Danish championship titles — three at FC Copenhagen (2000-01, 2002-03 and 2003-04) and one with Aalborg BK (1998-99).
He also led FC Copenhagen to two Danish Super Cup titles in 2001 and 2004 and the Danish Cup in 2004.
The Red Bulls also announced Jeremy Holsopple will become the franchise’s strength and conditioning coach.
